Dr. JoWanda Rollins-Fells has been elected as the President of the Virginia School Board Association. Her career in public education began as an elementary teacher and leader for 15 years. During this time, she was recognized as a Master Mentor Teacher and an Instructional Specialist. Dr. Rollins-Fells was also the first teacher in Caroline County to receive the prestigious distinction of being a National Board Certified Teacher.
Throughout her tenure in Caroline County, Dr. Rollins-Fells served on several district and statewide committees that focused on standardized testing, performance evaluations, content review, students with exceptionalities, and schools in rural environments. Currently, she serves on the Caroline County School Board and has held the positions of Vice Chair and Chair during her tenure. Under her leadership, the Caroline County School Board has been recognized as a Master Board of Distinction, School Board of the Year, and she has been recognized as the School Board Representative of the Year for the State of Virginia.
Dr. Rollins-Fells has also served as the Eastern Regional Chair of the Virginia School Board Association and as a member-at-large.
She earned her bachelor’s and master’s degrees from Hampton University and her doctoral degree from Capella University.
